Chad Hallock - Budget Blinds CEOChad Hallock
Chief Executive Officer
Budget Blinds

As the visionary of the Budget Blinds concept, Chad Hallock has served as CEO of the company since its inception in 1992. The Budget Blinds network now includes more than 800 franchise territories and 571 franchise owners, serving 2,000 cities in 48 states. The company rivals the largest retailers in the world and is well on its way to dominating the window covering industry.

Chad, along with his brother Brent Hallock, Tony Forbes, Todd Jackson and David Lewis, started Budget Blinds with just a van and a two-car garage as an office. From their humble space in Orange County, California, the five friends set out to carve a unique niche in the home furnishings industry by focusing on convenience, quality and service.

Early on, the Budget Blinds founders discovered that their customers were becoming more concerned about their lack of free time. Many of them were working full-time, raising children, being involved with the kids' extracurricular activities and household projects. Customers simply didn't have much time to decorate their homes, much less shop for anything else.

To meet the emerging demand for convenience-oriented products and services, Budget Blinds set itself apart from other retail window covering companies with a shop-at-home business model. Instead of maintaining a storefront like their competitors, Budget Blinds travels to customers' homes to display their products, measure and install the purchased coverings themselves. Better customer service and no overhead costs quickly led to growing revenues for the five young entrepreneurs.

This approach proved so successful that less than two years later, Budget Blinds started franchising. The founders' vision was to teach franchise owners how to sell custom window coverings and how to be successful from the start.

"We've grown much more quickly than our competitors because our focus is setting franchise owners up for long-term success," said Hallock. "Our franchise owners also appreciate the fact that our revenues come from a percentage of their sales, not exorbitant franchise fees. That, and our convenience concept, is what sets us apart in the franchising and window covering industries."

Commitment to these values led Budget Blinds to double their size in terms of number of franchisees and franchise sales the past four years. The company also has the admiration of the business press. Entrepreneur magazine has ranked Budget Blinds #1 in its category every year since 1994. Inc. magazine ranked Budget Blinds #409 in their 2005 issue of "America's 500 Fastest Growing Private Companies."

Budget Blinds serves homeowners and businesses, offering complimentary in-home estimates and consultations, professional measuring and installation, and a wide variety of quality window treatments. The company sells products from leading window covering manufacturers including Norman Shutters, Kathy Ireland Home by Alta, and Hunter Douglas, and their own private label line of window treatments, Signature Series and Select Series.
